The number of states needed to ratify the original 13th Amendment was 13. When the amendment was proposed to the states there were 17 states. By the time Virgina announced that they ratified the amendment on March 12, 1819 four new states had joined the United States. In 1818 President James Monroe instructed the Secretary of State to send a letter to legislatures of Virginia, South Carolina and Rhode Island to ask them whether or not they had voted for or against the ratification of the proposed 13th Amendment. While the following states had joined the Union, they were not asked to participate in the ratification process. Having secured the approval of 12 states only 1 more state was needed. Upon the ratification by Virginia Legislature in 1819 the original 13th Amendment became part of the Contitution. In 1819 Virgina published copis of the Constitution of the United States and the State of Virginia which included the Amendment that they allegedly never ratified.

File was too big, there are several good lawsuits. One in Florida is a Democrat Senate candidate who is suing to keep Obama off the ballot, he says Obama is ruining his country. Someone else just joined him on his suit. There are others, very interesting.
